This is a wonderful card. Remember the first time you used Legolas's ability to finish a quest? This is like that, but useful in more situations. It is obviously a key part of the "don't quest" aspect of Pallando and Alatar decks, but it can function in decks without the Blue Wizards as well, as long as you are exhausting Easterling or Harad characters. You could use it with A Very Good Tale, Hail of Stones, or Strength of Will, for example.
