This is a progression deck that only uses cards through the current Deluxe Expansion.
Spirit allies and Éowyn are focused on questing. Dwalin brings semi consistent threat reduction given the number of orcs in the encounter deck. Getting at least one would weapon attachment on him is important.
Tactics provide allies who can take down some goblins. Legolas also excels here and contributes progress tokens. Even better if he can get Blade of Gondolin.
For the Seventh Level: Sub Legolas out and Thalin in since it is an enemy heavy encounter deck and most have 2 hit points (some with 1). Put the Book of Mazarbul on Thalin so he can quest in stage 1 without exhausting and remain ready for defense (Book prevents him from attacking).
For Flight from Moria: Take out Wandering Took and put in Zigil Miner since these can be equipped with Dwarrowdelf Axe. Remove Blade of Gondolin for another Dwarrowdelf Axe and one Dwarven Axe due to dwarf synergy. Add Feint to get some additional initiative/tempo. Remove Astonishing Speed because I never played it in the first two encounters and Feint would have been more useful.
