I would think about adding 3 copies of Anfalas Herdsman, who save your Swordsmen an also benifit from the willpower boost.

@BenediktThere aren't any effects that directly damage exhausted characters or all questing characters in The Road to Isengard, so they aren't as necessary as they are in some quests. I could definitely see how making some room for them would help create more places to soak up damage from archery/Steaming Vent though. It's a good suggestion!
