This deck was designed with the idea of having a few very powerful unique allies rather than an army of allies. The main focus is the OHaUH Gandalf. Ideally, Gandalf will end up with Gandalf's Staff, Shadowfax, and Self Preservation, allowing him to quest, attack, and defend. The heroes provide a good amount of card draw and threat reduction to get this setup going and to mitigate Gandalf's threat increase. The original version of the deck used Bilbo, but Cirdan has replaced him. Cirdan can use Narya to get extra uses out of the powerful allies.

Between Cirdan and galadriel you have two extra cards per turn. Gandalfs staff gives you another one (if you really need more cards). It ends up being a ton.

Good point. I was blanking on the heroes and only saw the staff and didn't consider that to be much. Of course Cirdan and Galadriel should suffice.
