I've been trying for a long time to make the most powerful, but (mostly) thematic Noldor deck I could with the discard (rather than Vilya) archetype, and I think I've finally nailed it.

Setup: Bilbo gets "Necklace of Girion" as the birthday present (as he's a Hobbit The Riddle game starts with 1 progress). He also gets "Master Burglar" on setup. So Bilbo now has 5 willpower, generates 2 resources, and only has 8 starting threat. You also get to start with 1 ally of cost 3 or less in play thanks to "Into the West" - I like to pick Elrond if possible, and give everyone a free card draw.

Actual starting threat is 32 with "Beyond the Original Bargain" and "Master Burglar" factored in.

The Riddle Game: With the extra card draw and compulsory range of card costs in the deck you're well setup to make the additional 2 progress needed. However, this deck wants you to play or discard as many cards as possible, quickly, which sabotages this effort. I'm therefore pleased to report, if you lose the Riddle Game, and Bilbo is removed from the game, chances are your board state by that point will be so strong, you won't mind. As he is removed from the game, and not defeated or discarded, he also doesn't count against your final threat, I believe.

First Turn/Mulligan: Aim for "Narya" and "Steward of Gondor" in your first hand. Use the 2 resources on Biblo for Narya, and now you have 2 leadership heroes to play "Steward". Activate it, and you still have 2 spirit/leadership resources to use. If you pulled "To the Sea", you can play it, and discard to get another ally in play as well.

Into the West: Accelerates your resource gen marvelously beyond this point. Try to attach it to allies that leave play after one round anyway like Gandalf, Elrond and Galadriel.

Card Draw: Remains strong. Bilbo, Cirdan and Necklace mean you draw 3 cards a turn, then discard one. Factor in cards like Galdor and Silver harp and you'll quickly have more.

"A Very Good Tale" can be played liberally to accelerate your board state.

Combat: Is a weakness of Noldor decks. Not so much here! Gaeronel helps, as he usually has 3 attack, with an ally commonly on top of your discard. "Lords of the Eldar" is usually available in later rounds, once you have spare spirit resources. And "Narya", plus the stack of strong allies, does the rest of the work, with Cirdan usually ready and questing thanks to "Light of Valinor".

Empty deck?: Glorfindel and Lords of the Eldar are still available to you. Even without an "Erestor" hero, this deck can go through by round 6 or 7. You rely on an already strong board state here, which isn't hard to build if the encounter hasn't been too cruel. Note: if Bilbo loses the riddle game, you'll want to focus on getting your unique lore allies out before then, and then send spirit, leadership and neutral allies into the west, thereafter.
